This report presents information on the characteristics of inmates released from facilities of New York's Department of Correctional Services during calendar year 1990. Length of time in custody is presented according to various legal history criteria such as commitment offense, felony class category of commitment offense, and minimum and maximum sentence lengths.
Abstract
There were 26,861 total releases from New York Department of Correctional Services facilities during 1990. Of these, 17,839 were inmates released to parole supervision for the first time on the current sentence. Of the 17,839 first releases to parole supervision in 1990, 32 percent were committed for legislatively designated violent felony offenses, 6 percent for other violent/coercive offenses, 43 percent for drug offenses, 16 percent for property and other offenses, and 3 percent as youthful offenders. The average time served in New York correctional facilities for the 17,839 first releases to parole supervision was 22.7 months. The average total time served in custody (State prison time plus jail time in local facilities) for the 17,839 individuals was 27.9 months. The average total time served in custody for a first felony offender was 24.4 months; the average total time served for persons sentenced as a second felony offender was 32.1 months. The average total time served in custody for first releases to parole supervision dropped from 33.3 months among first releases in 1986 to 27.9 months among first releases in 1990. Length of time served in custody was strongly correlated with length of minimum sentence. Appendixes contain additional information on sentences and time served. 32 references
