Because of dramatic social and economic changes in Korea over the past three decades, there has been an enormous increase in the general crime rate as well as a rise in violent crime and juvenile delinquency.
Abstract
The total number of crimes has increased 68 percent in the past 10 years; major crimes, including murder, robbery, rape, and arson, have increased by over 40 percent. Approximately 70 percent of all violations of criminal law are related to the acquisition of property of profit. Juveniles commit about 40 percent of total major crimes, and there has been a rapid increase in the number of repeat offenders. Some of the factors unique to Korea which provide many opportunities for crimes to be committed include the use of cash and accessible valuables in most economic transactions, the attitude that citizens are not responsible for crime prevention, and the development of a consumer culture. The deterrence provided by police and the certainty of punishment are often outweighed by the attitudes and decaying morality of the criminal. Recommended crime prevention measures include improving police capabilities, removing opportunities for crime, hardening targets, installing autonomous security systems, and changing social and family environments.
