A LOOK AT THE PRISON SITUATION IN ENGLAND IN THE 1970'S BY AN EXPERT ON THE BRITISH PENAL SYSTEM.
Abstract
THE CONSTRAINTS ON THE SYSTEM - THE HIGH NUMBER OF PRISONERS, INADEQUATE FINANCING, ANTIQUATED FACILITIES, THE STAFFING SYSTEM, AND PUBLIC OPINION - ARE EXPLORED AS ARE THE PRISON DEPARTMENT'S EFFORTS TO OVERCOME THEM. SENTENCING POLICY AND THE PAROLE SYSTEM ARE CONSIDERED, SUGGESTING REFORM. SOME OF THE MORE RADICAL REFORM PROPOSALS AND THE EMERGING PRISONERS' RIGHTS MOVEMENT ARE EVALUATED. THERE ARE DETAILED EXAMINATIONS OF THE SPECIAL PROBLEMS OF YOUNG ADULT AND FEMALE OFFENDERS AND THE MENTALLY DISORDERED. OTHER TOPICS COVERED INCLUDE SECURITY AND CONTROL, PRISON AS A WORK EXPERIENCE AND PRISON AS A PREPARATION FOR RELEASE.
