STUDENT UNREST, THE NEED TO RESPOND TO INTERNAL UNREST IN THE POLICE ORGANIZATION, AND THE CHANGING NATURE OF CONFLICT ARE THE THREE BASIC AREAS EXAMINED IN THESE 14 PAPERS AND DISCUSSIONS.
Abstract
IN 1969, THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE AND THE DEPARTMENT OF JUSTICE SPONSORED A SERIES OF POLICE EXECUTIVE CONFERENCES TO HELP ADMINISTRATORS OF MAJOR POLICE DEPARTMENTS DISCUSS THEIR COMMON PROBLEMS, NEEDS, AND GOALS. THE LARGE PROPORTION OF YOUNG PEOPLE ATTENDING COLLEGE, THE CHANGING NATURE OF SOCIETY, AND THE DISSOLUTION OF THE CONCEPT OF 'IN LOCO PARENTIS' AS APPROPRIATE FOR THE COLLEGE OR UNIVERSITY ARE ALL ANALYZED TO UNDERSTAND THE CAUSES BEHIND STUDENT UNREST. PRACTICAL POLICE MEASURES FOR DEALING WITH SUCH SITUATIONS AS SIT-INS, DEMONSTRATIONS, DRUG USE, AND RACIAL PROBLEMS ARE EXAMINED. CONCERNING UNREST WITHIN THE POLICE DEPARTMENT, TOPICS DISCUSSED INCLUDE MANAGEMENT SYSTEM CHANGES, ADEQUATE DISCIPLINARY AND GRIEVANCE PROCEDURES, RACIAL HARMONY WITHIN THE DEPARTMENT, WAGES AND WORKING CONDITIONS, AND INTERNAL COMMUNICATIONS. THE CHANGES IN THE NATURE OF CONFLICT WHICH HAVE RESULTED FROM URBANIZATION, THE CHANGING NATURE OF THE FAMILY, AND INCREASED RACIAL AND ECONOMIC PRESSURES ARE ALSO EXAMINED. POLICE TECHNIQUES THAT MAY BE EFFECTIVE IN MODERN SOCIETY ARE DISCUSSED. LISTS OF THOSE ATTENDING THE CONFERENCES AND A SAMPLE SCHEDULE ARE APPENDED.
