Abstract
THE EVOLUTION AND FUNCTIONS OF THE CENTRAL STAFF ARE DESCRIBED AND PROBLEMS FACING ITS DEVELOPMENT ARE EXAMINED. THE AUTHOR CONTENDS THAT THE CENTRAL STAFF IS A VALID INTERIM SOLUTION TO APPELLATE COURT PROBLEMS UNTIL MORE RADICAL REFORM CAN BE UNDERTAKEN.
