This case study examines the civil riots that occurred in Shreveport, Louisiana, as a result of the shooting of a black man by a white woman in the predominantly black Cedar Grove section of the city.
Abstract
The civil unrest led to an outbreak of gunfire, looting, arson, and other significant property damage in the neighborhood. This case study discusses the historical setting in Shreveport, both in the city and in the police department, and describes the events preceding the actual disturbance. The final section details the events of the shooting and the riots that followed. The dynamics of the initial call and the events that unfolded are correlated with the decisions made by police personnel at the scene. The mixture of city and departmental history, community dynamics, criminal activity patterns, and other tensions in the city and police department, provide an informative study in management decisionmaking. 15 notes and 5 appendixes
