THIS HANDBOOK IS DESIGNED AS A GUIDE AND STAFF TRAINING MANUAL FOR AGENCIES AND INDIVIDUALS IN NEW YORK STATE WHOSE RESPONSIBILITIES OR CONCERNS BRING THEM INTO CONTACT WITH THE JUVENILE JUSTICE SYSTEM.
Abstract
IT IS A GUIDE TO THE BODY OF LAW THAT GOVERNS POLICE AND COURT PROCEDURES WITH REGARD TO PERSONS UNDER THE AGE OF SIXTEEN. ITS PURPOSE IS TO ENABLE THE READER TO UNDERSTAND THE SAFEGUARDS OF THE LAW THAT PROTECT THE INTERESTS OF YOUNG PEOPLE, AND TO SHOW HOW - AT EACH STAGE OF THE PROCESS - INTERESTED AGENCIES AND INDIVIDUALS CAN HAVE AN EFFECT ON THE OUTCOME OF A JUVENILE JUSTICE PROCEEDING. IT IS ALSO INTENDED TO CLARIFY HOW TO WORK MORE EFFECTIVELY WITH JUVENILES' ATTORNEYS (LAW GUARDIANS) AND WITH THEIR PROBATION OFFICERS; HOW TO HELP ANSWER THE QUESTIONS OF JUVENILES AND THEIR PARENTS; AND HOW TO OFFER GUIDANCE ON THE LIKELY CONSEQUENCES OF CHOICES AND ACTIONS. INDIVIDUAL TOPICS COVERED INCLUDE CUSTODY, ARREST, AND SEARCH; THE POLICE STATION; APPEARING IN COURT; THE RECORD; AND TREATMENT AND SUPERVISION.
