A TECHNICAL DESCRIPTION OF THE CARGO SECURITY SYSTEM TESTED IN A FEASIBILITY STUDY IS PROVIDED WITH EMPHASIS ON THE SYSTEM DESIGN AND DEPLOYMENT.
Abstract
TO EVALUATE A CARGO SECURITY SYSTEM IN TERMS OF ITS IMPACT ON CARGO THEFT AND THE OPERATION OF CARGO VEHICLES, A FIELD TEST PROGRAM WAS CONDUCTED WITHIN THE TRUCKING INDUSTRY. THE PROGRAM RESULTS AND DESCRIPTIONS OF THE HARDWARE AND SOFTWARE ARE SUMMARIZED IN THE TECHNICAL CHAPTERS OF THE PROGRAM REPORT. THE CARGO SECURITY SYSTEM PROVIDES FOR THE REAL-TIME SURVEILLANCE OF VEHICLE LOCATION AND STATUS, THE DISPLAY OF INCIPIENT THEFT SITUATIONS AND INDIVIDUAL VEHICLE STATUS TO THE FLEET DISPATCHER, AND DATA RECORDING OF INDIVIDUAL VEHICLE HISTORIES FOR USE BY SECURITY PERSONNEL. THE SYSTEM ITSELF INCLUDES A LOCATION SUPPORT ELEMENT WHICH PROVIDES A CONTROLLED ELECTROMAGNETIC GRID TO SUPPORT LOCATION DETERMINATION, AND VEHICLE ELEMENTS WHICH SENSE AND PROCESS DATA FROM THE LOCATION SUPPORT EQUIPMENT AND THE VEHICLE SENSORS. TECHNICAL DATA CONCERNING EACH OF THE VARIOUS SUBSYSTEMS IS PROVIDED INCLUDING THE RECEIVER AND THE MOBILE COMMUNICATIONS. THE DESCRIPTION OF THE SYSTEM'S SOFTWARE INCLUDES DATA ON THE FUNCTION AND IMPLEMENTATION OF THE MEMORY LAYOUT, DATA BASES, DATA EXCHANGE, AND APPLICATION MODULES OF THE BASE STATIONS. THE SYSTEM RESULTS ARE PROVIDED WITH INFORMATION ON THE THEORETICAL AND LINEARITY TESTS OF THE LOCATION SUBSYSTEM, THE EQUIPMENT INSTALLATION, AND DISPATCH STATION MAINTENANCE. AREAS FOR IMPROVEMENT INCLUDE ENHANCEMENTS TO OVERCOME ENVIRONMENTAL PROBLEMS SUCH AS LARGE BUILDINGS WHICH BLOCK DIRECT SIGNALS. ALTHOUGH THE PROGRAM HAD TO BE STOPPED BECAUSE OF COCHANNEL INTEFERENCE, THE COMMON COMMUNICATION LINK CONCEPT WAS DETERMINED TO BE EFFECTIVE. IT IS RECOMMENDED, HOWEVER, THAT FUTURE PROGRAMS UTILIZE A PERMANENT USER RADIO LICENSE SO AS TO AVOID INTERFERENCE, AND THAT FASTER COMPUTER SYSTEMS BE USED TO INCREASE EFFICIENCY.
