Abstract
THE OMBUDSMAN ROLE OF THE CORRECTIONAL INVESTIGATOR IS OUTLINED. STATISTICS ARE PRESENTED -- BY INSTITUTION, INSTITUTIONAL CLASSIFICATION, AND REGION -- ON PENDING COMPLAINTS AND CATEGORIES OF COMPLAINTS. GENERAL PROBLEMS, CASE DISPOSITIONS, RECOMMENDATIONS, AND SUMMARIES OF ILLUSTRATIVE CASES ARE PRESENTED FOR THE FOLLOWING CATEGORIES OF GRIEVANCES: SENTENCE ADMINISTRATION (MISINTERPRETATION OR MISCALCULATION OF SENTENCES); DISCIPLINARY PRACTICES (DIETS AS PUNISHMENT INDEFINITE ISOLATION, ETC.); DISSOCIATION (ISOLATION) PRACTICES; TEMPORARY ABSENCE (FURLOUGH) DECISIONS; TRANSFERS (THE MOST COMMON COMPLAINT, OFTEN INVOLVING CLASSIFICATION PROCEDURES AND REFUSALS TO TRANSFER INMATES WITH MEDICAL PROBLEMS); COMPENSATION (FOR ASSAULT BY OTHER INMATES, LOSS OF PERSONAL PROPERTY, ETC.); MEDICAL SERVICES; EDUCATIONAL PROGRAMS; VISITS AND CORRESPONDENCE; FINANCIAL MATTERS; THE GRIEVANCE PROCEDURE; AND INMATE ACCESS TO INFORMATION ON FILE. THE CORRECTIONAL INVESTIGATOR'S RECOMMENDATIONS TO THE SOLICITOR GENERAL OF CANADA ARE SUMMARIZED FOR EACH OF THE AGENCY'S FOUR YEARS OF OPERATION.
