AFTER PUBLICIZING JUDICIAL VACANCIES IN NEWSPAPERS AND BAR PUBLICATIONS AND INTERVIEWING THE TOP 15 OR 20 BEST QUALIFIED APPLICANTS, THE COMMISSION SUBMITS AT LEAST FIVE NAMES TO THE STATE SENATORS FOR RECOMMENDATION TO THE PRESIDENT.
