SPEECH ON PROBLEMS FACING ADMINISTRATIVE REFORM OF THE JUDICIARY INCLUDING A LIST OF RECENT MANAGERIAL INNOVATIONS.
Abstract
SEVERAL MECHANISMS FOR GENERATING ADAPTATION AND CHANGE IN THE COURTS ARE EXAMINED. THESE ARE RESEARCH AND DEVELOPMENT, PLANNING, JUDICIAL GOVERNMENT, LEADERSHIP, AND IMPLEMENTATION STRATEGIES. EACH MECHANISM IS ANALYZED ACCORDING TO PAST PROBLEMS AND PRESENT PROJECTS. TO IMPLEMENT THESE MECHANISMS IT IS SUGGESTED THAT THE COURTS CONCENTRATE UPON DEVELOPING PUBLIC SUPPORT FOR THAT JUDICIARY AND ACQUIRING TRAINED JUDICIAL PERSONNEL AND TECHNICAL MANAGERIAL ASSISTANCE.
