FLORIDA STATE UNIVERSITY'S PUBLIC SAFETY PROGRAM, WITH ITS COMPONENTS OF COMMUNITY SECURITY AND CRIME PREVENTION, IS DISCUSSED AND THE ADMINISTRATIVE RESPONSE TO A HOMICIDE IS DETAILED.
Abstract
IN ORDER TO DEAL WITH THE PROBLEM OF RISING CRIME, FLORIDA STATE UNIVERSITY'S DEPARTMENT OF PUBLIC SAFETY PLANNED AND IMPLEMENTED A MULTIFACETED, PROACTIVE LAW ENFORCEMENT PROGRAM DESIGNED TO MEET THE PARTICULAR NEEDS OF A UNIVERSITY ENVIRONMENT. IN THE AREA OF COVERAGE AND PERSONNEL, IN ORDER TO UTILIZE RESOURCES TO THE FULLEST AND TO IMPROVE RESPONSE CAPABILITIES, THE DEPARTMENT ADOPTED A 4-DAY, 10-HOUR/DAY WORKWEEK SYSTEM FOR PATROL OFFICERS. ADDITIONALLY, A TRAINED GROUP OF LOCAL CITIZEN'S BAND RADIO OPERATORS WAS EMPLOYED TO ADD ROVING EYES AND EARS ON CAMPUS DURING CRITICAL HOURS. IN THE AREA OF UNIVERSITY INVOLVEMENT, THE DEPARTMENT HAS COORDINATED IN ESCORT SERVICE THROUGH THE INTER-FRATERNITY COUNCIL. IN DEALING WITH STUDENTS ON CAMPUS, THE DEPARTMENT HAD ADOPTED A TWO-FOLD APPROACH TO COMMUNITY AWARENESS. FIRST, A WOMEN'S SAFETY PROGRAM WAS ESTABLISHED IN ORDER TO PRESENT AN OVERVIEW OF THE PROBLEMS OF CRIMES AGAINST WOMEN. SECOND, BOOKMARKS THAT PINPOINTED CITIZEN ANTITHEFT PRECAUTIONS WERE CIRCULATED THROUGHOUT THE UNIVERSITY. IN CONJUNCTION WITH THESE EFFORTS AT COMMUNITY EDUCATION AND AWARENESS, THE DEPARTMENT ALSO HAS DEVELOPED A PHYSICAL SECURITY ANALYSIS PROGRAM FOR THE UNIVERSITY. HIGH-RISK CRIME AREAS HAVE THUS BEEN SURVEYED AND RECOMMENDATIONS MADE. AS AN ILLUSTRATION, THE DEPARTMENT'S ORGANIZED RESPONSE TO A CAMPUS HOMICIDE IS PRESENTED. (MLC)
