THIS REPORT DESCRIBES THE DEVELOPMENT OF THE PROBATION SUBSIDY PROGRAM OVER TIME AND PROVIDES A DESCRIPTION OF THE SPECIAL SUPERVISION PROGRAMS IMPLEMENTED.
Abstract
THE DEGREE OF ATTAINMENT OF THE ORIGINAL GOALS OF THE PROGRAM - INCREASED CITIZEN PROTECTION, MORE EVEN ADMINISTRATION OF JUSTICE, OFFENDER REHABILITATION, AND REDUCTION OF COMMITMENTS TO STATE CORRECTIONAL INSTITUTIONS - IS ALSO EVALUATED BASED ON A REVIEW OF STATISTICAL DATA. IN ADDITION, A LEGISLATIVE BILL (ASSEMBLY BILL 180) WHICH MADE RESEARCH FUNDS AVAILABLE IN 1975 FOR SEVERAL SUBSIDY COUNTIES TO EVALUATE THE EFFECTIVENESS OF THEIR PROGRAMS IS DESCRIBED. SPECIAL STUDIES WERE SUBSEQUENTLY CONDUCTED IN FRESNO, LOS ANGELES, RIVERSIDE, SACRAMENTO, SAN FRANCISCO, AND SAN MATEO COUNTIES. DESCRIPTIONS ARE PRESENTED OF THE SIX INDIVIDUAL RESEARCH PROJECTS IN TERMS OF PROGRAM RATIONALE PROGRAM DESCRIPTION, AND PROGRAM EVALUATION. ALSO DISCUSSED ARE THE DIFFICULTIES IN MEASURING THE ACHIEVEMENT OF LEGISLATIVELY MANDATED SUBSIDY GOALS. AN EXTENSIVE APPENDIX CONTAINS COST DATA FOR THE 47 PARTICIPATING COUNTIES IN FY 1974 AND 1975, DATA ON PROGRAM STAFF, MONTHLY CASELOADS PER PROBATION OFFICER, AND TYPES OF CLASSIFICATION SYSTEMS UTILIZED.
