STUDY WHICH EVALUATES THE REHABILITATIVE EFFECTIVENESS OF SPECIAL SUPERVISION PROGRAMS IN 15 COUNTIES BY COMPARING RECIDIVISM RATES OF SUBSIDY PROBATIONERS AND MATCHED GROUPS OF REGULAR PROBATIONERS AND STATE PAROLEES.
Abstract
THIS REPORT FIRST DISCUSSES THE BACKGROUND HISTORY OF THE PROGRAM AND THEN BRIEFLY DESCRIBES THE RESEARCH DESIGN AND METHODOLOGY USED IN THE STUDY. (A MORE DETAILED ACCOUNT OF THESE RESEARCH METHODS APPEARS IN APPENDIX A WHICH INCLUDES DESCRIPTIONS OF STUDY POPULATIONS, SAMPLING PROCEDURES, TYPES OF DATA COLLECTED AND DATA COLLECTION PROCEDURES). ALSO PRESENTED ARE THE FINDINGS OF THE JUVENILE AND ADULT PORTIONS OF THE STUDY, INCLUDING DESCRIPTIONS OF THE SAMPLES, MATCHING PROCEDURES, AND STATISTICAL COMPARISONS. THE STUDY REVEALED THAT INTENSIVE PROBATION SUPERVISION, AS FINANCIALLY SUPPORTED BY SUBSIDY, WAS AS EFFECTIVE AS STATE INCARCERATION FOLLOWED BY PAROLE, IN TERMS OF THE FREQUENCY OF ARRESTS OR CONVICTIONS DURING A ONE-YEAR FOLLOW-UP PERIOD. HOWEVER, IT SUGGESTED THAT THERE WAS NO DIFFERENCE BETWEEN REGULAR AND SPECIAL SUPERVISION IN RELATION TO RECIDIVISM. THE APPENDIX CONTAINS TABULAR DATA ON THE DISTRIBUTION OF JUVENILE AND ADULT SAMPLE CHARACTERISTICS, THE JUVENILE FORM OF THE BASE EXPECTANCY SCALE, THE ADULT RISK ASSESSMENT, AND COMPARATIVE DATA ON JUVENILE AND ADULT OUTCOMES DURING THE SUPERVISION STUDY PERIOD.
