PROPOSED MODIFICATIONS OF A PROJECT INVOLVING THE PLACEMENT OF YOUTHS INTO A COMMUNITY BASED PAROLE PROGRAM.
Abstract
THE UNDERLYING PRINCIPLES AND POSSIBLE FUTURE DIRECTIONS OF CORRECTIONS ARE COVERED IN THE INITIAL SECTION OF THIS REPORT. THE CALIFORNIA YOUTH AUTHORITY COMMUNITY TREATMENT PROGRAM (CTP), IS EXAMINED AS AN APPLICATION OF THESE PRINCIPLES, IN TERMS OF PROGRAM DESIGN, JUVENILE CLASSIFICATION, EFFECTIVENESS AND AREAS OF IMPACT, AND IMPLEMENTATION FOR OTHER PROGRAM POPULATIONS. THE THEME OF THE FOLLOWING SECTION, IS ON REHABILITATION THROUGH CONTINUITY AND COORDINATION OF SERVICES, AND THROUGH MEETING THE CLIENT'S LONG-TERM NEEDS WITH INDIVIDUALIZED TREATMENT. BRIEF OUTLINES ARE PRESENTED ON APPROACHES AND PERSONNEL NEEDED FOR SPECIFIED DELINQUENT SUB-TYPES, AS CLASSIFIED BY AN INTERPERSONAL MATURITY LEVEL SYSTEM. THE AUTHOR POINTS OUT THE NEED FOR AN EXPANDED AND MODIFIED CTP PROGRAM, INCLUDING A MORE FLEXIBLE DEPLOYMENT OF RESOURCES, AN INCREASED NUMBER OF APPROPRIATE STAFF, AND REDUCED OR LOW CASELOADS. ALSO RECOMMENDED IS THE UTILIZATION OF A COMMON CLASSIFICATION SYSTEM IN ORDER TO PROVIDE CORRECTIONAL AGENCIES WITH SIMILAR FRAMES OF REFERENCE. (AUTHOR ABSTRACT MODIFIED)
