This reports provides data on the population of juvenile residential treatment facilities operated by California county probation departments during calendar year 1989.
Abstract
During 1989, local probation departments operated 54 camps and ranches with a combined average capacity of 3,994 beds. By December 31, two camps had closed, leaving 3,960 beds in 52 camps. The statewide average daily population (ADP) was down 6.6 percent from the previous year's ADP of 3,749 due mainly to the closure of the two camps. Of the 54 camps, 15 were considered secure facilities and 39 were nonsecure. Statewide, the average rate of beds occupied was 87.7 percent with the rate in secure camps at 93.4 percent. In 1989, there were 753 incidents of facility overcrowding. Of these incidents, 720 were in Los Angeles County camps, and 33 were in other camps statewide. This represents a decrease of 60 percent due to the removal of the Los Angeles County's Special Treatment Program which ceased being classed as a camp as its beds were reverted to the San Fernando Valley Juvenile Hall. The admission data collection system indicated that there were 15,117 admissions to camps in 1989. 5 appendixes
