A DESCRIPTION OF THE BACKGROUND INFORMATION, OBJECTIVES, AND ACTIVITIES OF SIX PROGRAMS WHICH WERE DEVELOPED TO AID IN REDUCING THE PER CAPITA RATE OF VEHICLE THEFTS AND INCREASING THE PERCENTAGE RATE OF RECOVERED VEHICLES.
Abstract
THE OVERALL APPROACH OF THE VEHICLE THEFT CONTROL PROJECT (VTCP) IS BASED ON THE PREMISE THAT THE STATE AGENCIES INVOLVED SHOULD FUNCTION AS AN EXTENSION OF LOCAL GOVERNMENT CAPABILITIES AND RESOURCES. TO ACCOMPLISH THE GOALS OF INCREASING VEHICLE RECOVERIES AND REDUCING VEHICLE THEFTS, SIX PROGRAMS WERE DEVELOPED, EACH COMPRISED OF MANY RELATED TASKS. THESE PROGRAMS INVOLVE STATEWIDE COORDINATION OF VEHICLE THEFT ACTIVITES, THE SELECTIVE INSPECTION OF VEHICLES, THE SELECTIVE INSPECTION OF BUSINESS ESTABLISHMENTS, A VEHICLE THEFT INFORMATION SYSTEM, STRENGTHENING OF THE TITLING AND LICENSING PROCESS, AND TRAINING AND EDUCATION. BASIC DATA ON CRIME SPECIFIC VEHICLE THEFT PROGRAMS FUNDED BY THE OFFICE OF CRIMINAL JUSTICE PLANNING IS PROVIDED AS WELL. (AUTHOR ABSTRACT MODIFIED)
