Corrections population projections are discussed.
Abstract
This document contains the California Department of Corrections' projections of institution, parole, and outpatient populations for fiscal years 1994-95 through 1999-2000. The projections are based upon the most current available data and existing law, including AB 971 - the Three Strikes law. This law provides more severe sentencing penalties for those having one or more prior violent or serious felony convictions. Under the provisions of the law, affected felons receive anywhere from a doubling of sentence length to a life prison term, no possibility of probation, and no preprison credits. This law is expected to play a major role in prison population growth. Included in this semiannual report are tables depicting various data including population projection differences between Fall 1994 and Spring 1994, quarterly institution populations, detailed projections by inmate placement needs, the movement of institution populations, detail on other institution populations, and detailed projections of the parole and outpatient population. Figures display the Fall 1994 projections for institution population, and parole and outpatient population, and felon admissions.
