A PROGRAM TO DEVELOP A MODEL SYSTEM TO FURNISH DECISION MAKERS THE TRUE COSTS OF OPERATING THE CRIMINAL JUSTICE SYSTEM IN CALIFORNIA.
Abstract
GOALS OF THE PROJECT ARE TO DEVELOP A FRAMEWORK FOR COST DATA COLLECTION AND ANALYSIS, COLLECT COST DATA FOR A YEAR, AND TO MAKE THE DATA USABLE. THE BACKGROUND AND MATERIAL USED TO DEVELOP THE COST SYSTEM ARE DESCRIBED INCLUDING POLICY SELECTION, COST ITEMS, DIRECT CHARGES, AND CRIMINAL JUSTICE AGENCIES AND PROCESSES. THE GENERAL CHARACTERISTICS OF THE OPERATION OF THE SYSTEM ARE EXPLAINED WITH A DETAILED DESCRIPTION OF THE COMPUTER PROGRAM GIVEN IN AN APPENDIX. THE GENERAL PROCEDURE USED TO SEPARATE THE CRIMINAL JUSTICE SYSTEM INTO A COLLECTION OF INDIVIDUAL PROCESSES IS DETAILED AND A HIERARCHICAL PROCESS LIST AND DEFINITIONS ARE GIVEN.
