Abstract
THE CRUCIAL POINTS ON WHICH THE BILLS ARE ANALYZED ARE MANDATE, AUTHORITY, JURISDICTION, FINANCING, PERSONNEL TRANSFER, PERSONNEL BENEFITS, AND THE OFFICE OF MARSHAL. ALSO INCLUDED ARE RECORDING, FEES, VENUE, SESSIONS, OPERATIVE DATE, RULES, FUNCTION OF JUDICIAL COUNCIL, DIVISIONS OF SUPERIOR COURT, CREATION OF MULTI-COUNTY COURTS, COURT FACILITIES, AND CREATION OF ADMINISTRATIVE AREAS. THE TWO BILLS ANALYZED IN DEPTH ARE THE FENTON AND KAPILOFF BILLS. INCLUDED ARE COMPARISONS OF EACH BILL WITH THE FORM OF COURT ORGANIZATION SUGGESTED BY THE FIRM OF BOOZ, ALLEN, AND HAMILTON. A CRITIQUE OF EACH BILL IS PROVIDED TO ILLUSTRATE SELECTED PROBLEM AREAS.
