The report details the progress of the California Career Criminal Apprehension Program (C-CAP), covering an 18-month period from January 1, 1980 through June 30, 1981.
Abstract
The evaluation approach (consisting of a longitudinal, time series design) incorporated the use of both process and impact evaluation measures. The report describes the C-CAP program components (crime analysis, patrol management, investigative management, career criminal prosecution) and their implementation and accomplishments statewide. During the reporting period, nine local law enforcement jurisdictions successfully implemented the program, which taken together with the California Career Criminal Prosecution Program, represent the first State-supported, systematic approach to identify, apprehend, and prosecute repeat felony and career criminal offenders. These selected jurisdictions have shown substantial success in reaching the goals of C-CAP. The report recommends that the career criminal apprehension Legislation be reauthorized, that the State continue to support the program, and that the length of program implementation be extended. Appendixes describe the achievements of the nine jurisdictions, include Senate bills 683 and 2039, present a list of C-CAP steering committee members, and include C-CAP definitions. Tables and footnotes are provided.
