FIRST REPORT PURSUANT TO A CALIFORNIA STATUTORY REQUIREMENT THAT THE BOARD OF CORRECTIONS ESTABLISH STANDARDS FOR LOCAL DETENTION FACILITIES, INSPECT THOSE FACILITIES, AND REPORT BIENNIALLY ANY NON-COMPLIANCE.
Abstract
THIS FIRST REPORT COVERS FACILITIES IN EIGHTEEN COUNTIES. TABLES SUMMARIZE NON-COMPLIANCE WITH STANDARDS BY COUNTY, FACILITY, AND REGULATION. ALSO PROVIDED IS A NARRATIVE SUMMARY OF FINDINGS BY COUNTY WHICH INCLUDES HEALTH OFFICERS' REPORTS AND ESTIMATED COSTS OF COMPLIANCE. RECOGNIZING THE NEED FOR FUNDS, THE BOARD OF CORRECTIONS PROPOSES SEVEN CRITERIA FOR ALLOCATION OF STATE FUNDS TO ASSIST LOCAL GOVERNMENTS. THE REPORT CONCLUDES BY IDENTIFYING FIVE PROBLEM AREAS CONFRONTING JAIL ADMINISTRATOR TO VARYING DEGREES THROUGHOUT THE STATE.
