CALEN9, A CALENDARING AND ASSIGNMENT COMPUTER SOFTWARE SYSTEM DESIGNED FOR THE NINTH CIRCUIT COURT OF APPEALS, IS DESCRIBED, AND POSSIBLE FUTURE APPLICATIONS ARE SUGGESTED.
Abstract
THE NINTH CIRCUIT CALENDARING PROJECT WAS DESIGNED TO CREATE AND DELIVER A WORKING COMPUTER PROGRAM TO ASSIST THE COURT OF APPEALS FOR THE NINTH CIRCUIT IN MANAGING ITS CASE BACKLOG. CASES ARE GROUPED INTO CALENDARS BASED ON DIFFICULTY, SUBJECT MATTER, AND THE DISTRICT FROM WHICH THEY ORIGINATED. ADDITIONALLY, A SYSTEM FOR GROUPING JUDGES INTO PANELS TO HEAR THE CASES WAS DEVELOPED; HOWEVER, THIS HAS NOT YET BEEN USED BECAUSE CRITERIA FOR JUDGE SELECTION ARE CURRENTLY UNSETTLED. INPUT REQUIREMENTS, THE CALENDARING PROCEDURE (THE ALGORITHM), AND THE PHYSICAL OPERATING PROCEDURES ARE DESCRIBED. A FUTURE APPLICATION OF THE SYSTEM NOW IN THE PLANNING STAGE IS USE OF THE STATISTICAL PACKAGE FOR THE SOCIAL SCIENCES TO SUMMARIZE AND TABULATE THE FREQUENCY OF DIFFERENT KINDS OF CASES IN THE INVENTORY. OTHER REPORTS INVOLVING CASE DATA COULD ALSO BE PREPARED. PROGRAM MODIFICATIONS SINCE IMPLEMENTATION ARE DESCRIBED IN THE APPENDIX.
