Abstract
THE REVIEW CONSIDERS THE FAILURE RATES OF THE THREE DISTINCT TYPES OF INSTITUTION FOR TREATMENT OF YOUNG OFFENDERS - DETENTION CENTER, BORSTAL AND PRISON. IT IS CONCLUDED THAT THE INSTITUTIONAL AIM OF REHABILITATION IS FEASIBLE AND SHOULD BE MAINTAINED, AND THAT THE MAJOR INNOVATIONS SHOULD BE ADMINISTRATIVE ONES WHICH WILL INCORPORATE INTO THE SYSTEM EXPERIMENTAL METHODS OF TREATMENT AND EVALUATION.
