Abstract
This guide examines the problem of bomb threats in schools, and provides advice to law enforcement on dealing with the problem. The guide looks at bomb threats in public and private schools for grades kindergarten through 12th grade. Colleges and universities are excluded from the analysis due to their differing forms of organization and administration. The guide is divided into three main sections. The first section examines the problem of bomb threats in schools, the extent of the problem, and its impact on victims. The second section of the guide provides guidance to local law enforcement on understanding the problem of bomb threats in their community. Information is provided on how to ask the right questions regarding the school, threats, munitions, and locations and times. The third section of the guide examines general and specific responses to the problem of bomb threats in schools, and looks at responses that have limited effectiveness at dealing with the problem.
