REPORT ON TECHNICAL ASSISTANCE PROVIDED TO THE BLOOMINGDALE (IL) POLICE DEPARTMENT IN RESPONSE TO A REQUEST TO REVIEW AND UPDATE ITS RECORD KEEPING SYSTEM AND TO REVIEW DEPARTMENTAL RULES AND REGULATIONS.
Abstract
THE REQUEST FOR ASSISTANCE WAS PROMPTED BY AN APPROACHING MOVE TO A NEW POLICE FACILITY AND RESULTS OF A STUDY SUGGESTING AN ANNUAL POPULATION GROWTH OF 1,000 NEW RESIDENTS FOR THE VILLAGE OF 9,000. DURING AN ONSITE VISIT ON SEPTEMBER 29 AND 30, 1976, THE CONSULTANT INTERVIEWED THE VILLAGE ADMINISTRATOR WHO IS TEMPORARILY ACTING AS CHIEF OF POLICE AS WELL AS SEVERAL OF THE DEPARTMENT'S RANKING PERSONNEL AND REVIEWED CURRENT RECORD KEEPING PROCEDURES. IT WAS FOUND THAT CURRENT REPORTING FORMS, INFORMATION RETRIEVAL AND USAGE, PERSONNEL DEPLOYMENT, REPORT PREPARATION, AND FILING PROCEDURES ARE INADEQUATE. RECOMMENDATIONS INCLUDE ALTERING THE FORMAT OF THE DISPATCH CARD, REDUCING THE NUMBER OF FIELD REPORT TYPES, ESTABLISHING MASTER INDEX FILES, AND DEVELOPING A MANAGEMENT INFORMATION SYSTEM. PROPOSED FORMATS FOR RECORD KEEPING MATERIALS ARE PROVIDED. A REVIEW OF THE DEPARTMENT'S RULES AND REGULATIONS WAS NOT UNDERTAKEN.
