This analysis of the British criminal justice system's relationships with racial minorities emphasizes the role of the probation service and concludes that several procedural and structural reforms are needed to ensure equal treatment for minorities.
Abstract
Research by the Race Issues Advisory Committee and the Black Initiatives Unit of the National Association for the Care and Resettlement of Offenders indicated racial inequality in criminal justice processes and a lack of formal relationships between probation services and black community groups. Recommendations include systematic racial monitoring at both local and national levels of the criminal justice system, interagency initiatives led by the probation service to involve black community organizations in actions to ensure racial equality in local criminal justice, and formal structures to promote the achievement of this goal.
