A BILL INTRODUCED IN THE U.S. SENATE IN MARCH 1979 TO ESTABLISH A PROGRAM OF FEDERAL FINANCIAL AND TECHNICAL ASSISTANCE TO HELP LOCAL GOVERNMENTS DEAL WITH CAREER CRIMINALS IS PRESENTED.
Abstract
S. 565 AUTHORIZES LEAA TO PROVIDE ASSISTANCE TO CITY GOVERNMENTS FOR THE ESTABLISHMENT AND OPERATION OF PROGRAMS DESIGNED TO IDENTIFY HABITUAL CRIMINALS AND TO EXPEDITE THEIR PROSECUTION AND CONVICTION. THE BILL OUTLINES THE RATIONALE FOR PROVIDING SUCH ASSISTANCE, TOGETHER WITH ELIGIBILITY CRITERIA AND LIMITATIONS ON PAYMENTS. IT ALSO ESTABLISHES WITHIN LEAA AN OFFICE OF REPEAT OFFENDERS PROSECUTION PROJECTS TO ADMINISTER THE GRANT/TECHNICAL ASSISTANCE PROGRAM AND TO SEE THAT INFORMATION DERIVED FROM EVALUATIONS OF LOCAL EFFORTS IS DISSEMINATED. THE FUNCTIONS OF THE OFFICE ARE SPECIFIED, TOGETHER WITH PROVISIONS FOR ITS STAFFING AND ADMINISTRATION. THE BILL AUTHORIZES $40 MILLION IN APPROPRIATIONS FOR FISCAL 1979, $35 MILLION FOR 1980, AND $30 MILLION FOR 1981. (LKM)
