This Biannual Grantee Feedback Report for April-September 2015 presents grantee data for programs that target persons with co-occurring substance-use and mental health disorders who are preparing for or have been released from a prison or jail, with funding provided under the Federal Second Chance Act (SCA), which authorizes funding for services and programs by States, local governments, and tribal entities for the purpose of providing programs and services for persons reentering communities after incarceration.
Abstract
SCA funding for programs that treat persons with co-occurring substance-use and mental disorders provides for treatment and reentry services tailored for these disorders. All grantees must certify that any treatment program proposed will be clinically appropriate and will provide comprehensive integrated substance use and mental disorder treatment. Grantee data for the period preceding the current report (April-September 2014) indicate that 1,224 new participants were enrolled in the program (768 pre-release and 456 post-release). For the period of the current report (April-September 2015), the number of new participants increased slightly to 1,274 (792 pre-release and 482 post-release), a 4-percent increase. During the first half of FY 2015, 89 percent (140 participants) of all post-release participants who successfully completed the program were classified as either moderate risk or high risk for recidivism. In the second half of FY 2015, the number increased to 96 percent (148 participants). Overall, the completion rates for SCA Co-occurring Program participants were 80 percent (pre-release) and 72 percent (post-release). Training and technical assistance provided for program staff in order to improve program outcomes are described. 9 figures and 4 tables
