Abstract
IN EXCHANGE FOR THIS, THE SYNDICATE WOULD BE EXPECTED TO WITHDRAW FROM POLITICAL INVOLVEMENTS AND ILLEGAL OPERATION OF LEGITIMATE BUSINESSES. THE AUTHOR STATES THAT THIS COULD BE ACHIEVED BY LEGALIZING FREE ENTERPRISE BET TAKING SHOPS WHILE GIVING THE COSA NOSTRA A MONOPOLY ON THE LAYOFF SYSTEM NEEDED BY OWNERS OF THESE SHOPS.
