This paper describes a Best Practice Model (BPM) for victim services and considers the process that developed the model.
Abstract
The BPM was developed to maximize victim safety and ensure accountability in service delivery by the Domestic Violence sector. The model attempted to include current research and the expert knowledge in the sector about the most appropriate and effective ways of responding to victims of domestic violence who seek counseling support. The model incorporates many viewpoints and includes the needs of both the sector and its users. Essential principles developed for the model are non-negotiable and provide a baseline for minimum standards in service delivery. The consulting group that drew up the model always considered victim safety as paramount, the key issue to be emphasized and reinforced throughout the model. The group was also aware that the model should not create any unreasonable resource implications. The model has limited application for marginalized groups. Bibliography, resource
