THE PURPOSE OF THIS POLICE TRAINING FILM IS TO REVIEW THE BASIC PROCEDURES FOR OFFICERS WHEN ARRIVING AT A SCENE WHERE SUSPECTS ARE ARMED AND BARRICADED IN SOME SORT OF PROTECTED STRUCTURE.
Abstract
THE FILM USES SPECIFIC EXAMPLES IN ORDER TO DISCUSS SEVEN BASIC STEPS: THE FIRST STEP IS TO LOCATE THE SUSPECTS; IN THE CASE OF THE SYMBIONESE LIBERATION ARMY (SLA) INCIDENT, IT TOOK SEVERAL HOURS TO LOCATE THE SLA SUSPECTS AND THE NEW ORLEANS SUSPECTS WERE NEVER FOUND, LEADING TO DEATH FOR ALL OFFICERS AT THAT SCENE. NEXT, OFFICERS MUST GATHER INFORMATION FROM WITNESSES TO DETERMINE WHAT IS GOING ON AND WHY. OFFICERS MUST MAKE SURE THE SUSPECTS STAY PUT BY POSITIONING MEN AT VARIOUS POSTS AND MAINTAINING COMMUNICATIONS. THE AREA MUST BE SEALED OFF SO THAT NO CARS OR ONLOOKERS CAN PASS THROUGH, BUT LEAVING ACCESS FOR AN AMBULANCE. AN OFFICER SHOULD CONTACT THE PHONE COMPANY WHICH CAN THEN CONTACT EACH HOME IN THE NEIGHBORHOOD AND INFORM THEM TO STAY INSIDE QUIETLY. IF THERE IS REASON FOR EVACUATION, IT SHOULD BE CARRIED OUT UNDER COVER. (OFFICERS USED GAS DURING THE SLA INCIDENT).FURTHER, THERE SHOULD ALWAYS BE COVER AND PROTECTION FOR ONLOOKERS. IT IS IMPORTANT THAT THE SUSPECTS NEVER SEE OFFICERS MOVING IN. FINALLY, IF THERE IS A HOSTAGE INVOLVED, OFFICERS MUST BE PATIENT BY WAITING FOR THE SUSPECTS TO MAKE A MISTAKE.
