THE STUDY EXAMINES THE ISSUES AND FACTORS INVOLVED IN CONSOLIDATING THE TWO PRINCIPAL LOCAL POLICE AGENCIES IN BAKER COUNTY AND IDENTIFIES ALTERNATIVE MEANS FOR IMPROVING POLICE SERVICES.
Abstract
USING COMMONLY ACCEPTED TECHNIQUES OF DATA DEVELOPMENT, ON-SITE INSPECTIONS AND PERSONAL INTERVIEWS, THE PRESENT STRUCTURE, OPERATIONS, AND EFFECTIVENESS OF EXISTING POLICE SERVICES ARE EVALUATED. IT IS OBSERVED THAT THE SHERIFF'S CRIMINAL RECORDS SYSTEM APPEARS TO BE IN NEED OF MAJOR REVISION AND THAT THE CITY'S SYSTEM COULD READILY BE EXPANDED TO EMBRACE THE COUNTY'S. IT IS PREDICTED THAT POLICE EFFICIENCY COULD BE ENHANCED IF THE CITY AND COUNTY RECORDS AND COMMUNICATIONS FACILITIES WERE MERGED AT ONE POINT AND HANDLED BY ONE DISPATCH-CLERICAL TEAM. IT IS SUGGESTED, TOO, THAT JAIL SERVICES SHOULD BE HANDLED BY THESE PERSONNEL. IT IS CONCLUDED THAT EFFICIENCY WOULD PROBABLY BE SERVED IF THE TWO FORCES WERE EITHER MERGED INTO ONE, OR IF THEY WERE MOVED UNDER ONE ROOF WITHOUT LOSING THEIR SEPARATE IDENTITIES, BUT WITH RECORDS-COMMUNICATIONS-JAILING MERGED. ALTERNATIVE APPROACHES FOR IMPROVING THE SITUATION ARE DISCUSSED, AND SUGGESTIONS FOR STRUCTURING THE DECISIONMAKING ARE OFFERRED.
