THE PROGRAM DEFINITION PHASE, INVOLVING ESTABLISHMENT OF DESIGN SPECIFICATIONS AND COST ESTIMATES.
Abstract
THE MAJOR EFFORTS IN PHASE I WERE DIRECTED AT SYSTEMS CONSIDERATIONS FOR THE SCANNER AND DATA PROCESSOR SUBSYSTEMS. DESIGN, CONSTRUCTION, AND DETAILED TESTING OF AN EXPERIMENTAL VIDICON SCANNER WAS COMPLETED. WORK ON THE DATA PROCESSOR INCLUDED THE SELECTION OF TECHNIQUES AND LOGIC FOR PLATE DETECTION, PLATE IDENTIFICATION, AND ALPHANUMERIC CHARACTER RECOGNITION FUNCTIONS. THE HARDWARE REQUIRED FOR THE DATA TRANSMISSION INTERFACE, THE COMPUTER SEARCH PROGRAMMING, AND THE OUTPUT PRINTOUT STATIONS ARE COMMERCIALLY AVAILABLE, SO SPECIFIC ADAPTIVE DEVICES WERE SELECTED FOR THESE FUNCTIONS. DESIGN SUMMARIES AND DETAILED TECHNICAL INFORMATION ON ALL SUBSYSTEMS ARE PROVIDED.
