This report examines the probation service response to the automatic conditional release of offenders from custody, introduced by the Criminal Justice Act 1991.
Abstract
The report is based on visits to 12 probation areas and eight prison establishments. The report includes a description of the Automatic Conditional Release program around which the inspection was focused. Probation services actively addressed the implications of the automatic conditional release scheme. Even though some services regarded these offenders as among the most difficult to supervise, chief officers aimed for the same high standards they sought to achieve with other groups of offenders. Probation services paid much attention to supervision after release; they now need to give similar attention to preparation for release. Although probation and prison services were not yet working in full partnership, there were encouraging instances of close cooperation which provide a firm foundation for future development.
