THIS REPORT EXAMINES THE INFORMATION SYSTEM NEEDS AND RELATED ORGANIZATIONAL NEEDS OF THE CRIMINAL JUSTICE COMMUNITY OF ALAMEDA COUNTY (CA) BY ASSESSING THE GENERAL AUTOMATED DATA NEEDS OF THE VARIOUS AGENCIES.
Abstract
AGENCIES INCLUDED WERE 16 CITY LAW ENFORCEMENT AGENCIES SPECIAL DISTRICTS (SUCH AS THE BAY AREA RAPID TRANSIT SYSTEM), THE UNIVERSITY OF CALIFORNIA, AND 12 COUNTY JUSTICE AGENCIES. FOLLOWING THE EXECUTIVE SUMMARY. SECTION II DESCRIBES FIRST THE CURRENT SITUATION, INCLUDING RELEVANT ORGANIZATIONS AND THEIR SCOPE OF RESPONSIBILITY; THE EXISTING JUSTICE INFORMATION SYSTEMS; OPERATIONAL ASPECTS OF EXISTING SYSTEMS; AND THE COST OF OPERATING EXISTING SYSTEMS. SECTION III, CONCEPTUAL ALTERNATIVES AND CONSIDERATIONS, THEN DISCUSSES WHAT KINDS OF DECISIONS MUST BE MADE TO OVERCOME THESE PROBLEMS. THE RANGE OF ALTERNATIVES IS DISCUSSED AS ARE VARIOUS RELATED IMPORTANT CONSIDERATIONS. MAJOR (IN SOME CASES INNOVATIVE) ALTERNATIVES ARE PRESENTED AND A GENERAL DISCUSSION IS MADE OF THE ADVANTAGES AND DISADVANTAGES OF THE VARIOUS PLANNING DIRECTIONS AVAILABLE. SECTION IV, RECOMMENDATIONS, THEN SETS FORTH PLANNING GOALS FOR THE COUNTY AND RECOMMENDS A PLANNING FRAMEWORK FOR OVERCOMING PROBLEMS IN THE SHORT TERM AND FOR ENABLING RATIONAL LONG-TERM PROGRESSION. A SERIES OF GENERAL RECOMMENDATIONS ARE MADE WHOSE ADOPTION FORMS THE NECESSARY FOUNDATION FOR SHORT-TERM IMPROVEMENT AND LONG-TERM GROWTH. FINALLY, SECTION V PRESENTS A DETAILED SIX-YEAR PLAN OF ACTION; NUMEROUS MANAGEMENT AND TECHNICAL COMPONENTS ARE ADDRESSED OVER THE NEXT SIX YEARS. SPECIFIC RECOMMENDATIONS ARE MADE; DECISION POINTS FOR MODIFYING OR REVERSING DIRECTION ARE HIGHLIGHTED: AND FINALLY A PICTURE IS PRESENTED OF WHAT THE SITUATION SHOULD LOOK LIKE AS THE JUSTICE COMMUNITY PROGRESSES INTO THE 1980S. LAST, A SERIES OF APPENDIXES ARE INCLUDED THAT CONTAIN A GLOSSARY AND DEFINITION OF TERMS, VARIOUS INVENTORY DATA, DETAILED DESCRIPTIVE DATA, AND OTHER COLLECTED DATA ON WHICH WE HAVE BASED MANY OF OUR CONCLUSIONS.
