THIS REPORT CONTAINS EVALUATION FINDINGS FOR PHASE ONE OF THE INTEGRATED CRIMINAL APPREHENSION PROJECT (ICAP) IMPLEMENTED BY THE AUSTIN, TEX., POLICE DEPARTMENT.
Abstract
FOUR GOALS OF THE ICAP ARE (1) TO IDENTIFY CRIME PATTERNS AND CAREER CRIMINALS IN THE CITY OF AUSTIN IN ORDER TO RECOGNIZE AND ANTICIPATE TRENDS WHERE THEY EXIST, THEREBY FACILITATING CRIMINAL APPREHENSION BY THE POLICE AND CRIME PATTERNS); (2) TO DEVELOP AND IMPLEMENT A PROGRAM OF CRIME INFORMATION DISSEMINATION AND FEEDBACK TO THE UNIFORMED DIVISION AND THE CRIMINAL INVESTIGATION DIVISION OF THE POLICE DEPARTMENT FOR THE PURPOSE OF ENHANCING DETECTION AND APPREHENSION CAPABILITIES OF THE POLICE DEPARTMENT; (3) TO DEVELOP THROUGH CRIME ANALYSIS MORE STRATEGIC PLANNING FOR PATROL RESOURCE ALLOCATION IN ORDER TO UTILIZE MANPOWER BETTER IN RECOGNIZED AREAS OF GREATEST NEED; AND (4) TO IDENTIFY FROM A CRIME ANALYSIS FILES CHARACTERISTICS OF VICTIMS AND PERPETRATORS AND PROPERTY LOST THROUGH CRIME TO TARGET EFFORTS ON AREAS WHERE CRIME PREVENTION TECHNIQUES CAN BE UTILIZED EFFECTIVELY. THE EVALUATION APPROACH WAS TO OBSERVE AND DOCUMENT ACTIVITIES, PROVIDE FEEDBACK TO THE PROJECT MANAGER, AND INSURE THAT EVALUATION DESIGNS WERE IN PLACE FOR FULL IMPLEMENTATION IN PHASES TWO AND THREE OF THE ICAP. THREE MAJOR FINDINGS OF EVALUATING GOAL ACCOMPLISHMENT EMERGED: (1) THE DEVELOPMENT OF THE CRIME ANALYSIS UNIT HAS PROCEEDED SMOOTHLY AND WITH CLEAR DIRECTION, (2) THE CAREER CRIMINAL COMPONENT HAS BEEN WELL-PLANNED, AND (3) THE PATROL MANAGEMENT COMPONENT HAS BEEN THE LEAST DEVELOPED ASPECT OF THE ICAP.
