AN APPRAISAL BASED ON ROBBERY AND BURGLARY RATES, ON-SITE APPREHENSION RATES, AND ARREST CLEARANCE RATES.
Abstract
GOALS AND OBJECTIVES FOR THE ANTI-ROBBERY/BURGLARY (ARB) PROGRAM ARE LISTED. GOALS WERE TO REDUCE ROBBERIES BY 30 PERCENT AND BURGLARIES BY 10 PERCENT IN THE FOURTH QUARTER OF THE YEAR, TO INCREASE ON-SITE APPREHENSIONS BY FIVE PERCENT, AND TO INCREASE THE CLEARANCE RATE BY 10 PERCENT. THE PROGRAM OBJECTIVE WAS TO OBTAIN AT LEAST 250 STAKE-OUT AND DECOY OPERATIONS PER MONTH, AND AN INTERIM GOAL WAS TO ACHIEVE A 15 PERCENT DROP IN ROBBERIES AND A FOUR PERCENT REDUCTION FOR BURGLARIES. SECOND QUARTER RATES WERE COMPARED TO OTHER QUARTERS FOR THE SAME YEAR AND COMPARABLE PERIODS FOR THE PREVIOUS YEAR. THE INTERIM GOAL FOR REDUCTION OF ROBBERY AND BURGLARY RATES WAS NOT ACHIEVED, ALTHOUGH THERE WAS SUBSTANTIAL DECREASE IN THE RATE OF INCREASE OF ROBBERIES. THE GOAL FOR ON-SITE APPREHENSIONS WAS ALSO NOT ACHIEVED. CLEARANCE RATE GOALS WERE MET, AS WAS THE OBJECTIVE FOR STAKE-OUTS PER MONTH. ACTIONS AND FUTURE EXPECTATIONS, POSSIBLE EVALUATION COMPONENT REVISIONS, THE MONITORING FORM COMPLETED BY PROJECT PERSONNEL, DATA, AND AN ANALYSIS OF THE DATA ARE ALSO INCLUDED IN THIS EVALUATION REPORT.
