THE HELICOPTER PATROL PROJECT WAS EVALUATED ON THE BASIS OF ITS EFFECT ON RESIDENTIAL BURGLARY, COMMERCIAL BURGLARY, AND ROBBERY RATES - THE FIRST AND THIRD RATES DECREASED AND THE MIDDLE ONE INCREASED.
Abstract
NONE OF THE CHANGES COULD BE DIRECTLY ATTRIBUTED TO THE EFFECT OF THE HELICOPTERS. THE DECREASED BURGLARY AND ROBBERY RATES (10.9% AND 3.8%) WERE BELOW THE GOALS OF 15% REDUCTIONS. ONLY ONE OF THE PROJECT OBJECTIVES WAS REALIZED (THE RATIO OF TARGET TO NON-TARGET CRIME RESPONSES). THE OBJECTIVE REQUIRING THE PROVISION OF 60 HOURS OF AERIAL PATROL PER DAY WAS NOT REACHED DUE TO CRASHES OF TWO OF THE HELICOPTERS. A SURVEY OF POLICE PATROL PERSONNEL INDICATED THAT THEY GENERALLY BELIEVED THAT ARRESTS AT WHICH HELICOPTERS ASSISTED COULD NOT HAVE BEEN EFFECTED WITHOUT THEM AND THAT HELICOPTERS INCREASED THEIR SENSE OF SECURITY.
