PROMPTED BY RAPID RISE IN STREET CRIME, ESPECIALLY OPEN SPACE AND COMMERCIAL ROBBERIES, THE ATLANTA BUREAU OF POLICE SERVICES IMPLEMENTED A ROBBERY REDUCTION PROGRAM IN NOVEMBER 1974 USING STAKE-OUT AND DECOY TEAMS.
Abstract
THIS FIRST YEAR EVALUATION, AS ITS PRIMARY INTENT, DOCUMENTS THE ANTI-ROBBERY PROJECT'S PROGRESS TOWARD THE PRESCRIBED GOALS OF A 10 PERCENT REDUCTION IN COMMERCIAL ROBBERIES AND A 5 PERCENT REDUCTION IN OPEN SPACE PEDESTRIAN ROBBERIES; OBJECTIVES OF 250 OPERATIONS PER MONTH, 25 APPREHENSIONS PER QUARTER; AND A 90 PERCENT CONVICTION RATE. THE EVALUATION INDICATES ON ABSOLUTE DECREASE FOR THE TARGET CRIMES OF 35.7 PERCENT FOR COMMERCIAL ROBBERIES AND 11.2 PERCENT FOR OPEN SPACE ROBBERIES. THE PROJECT CONDUCTED AN AVERAGE 584 OPERATIONS PER MONTH AND APPREHENDED 46 OFFENDERS PER QUARTER.
