ONE OF THE FOUR RESEARCH PROJECTS OF THE ATLANTA BUREAU OF POLICE SERVICES' THOR 'TARGET HARDENING-OPPORTUNITY REDUCTION) PROGRAM WHICH WAS INITIATED TO REDUCE THE INCIDENCE OF BURGLARY, ROBBERY, AND RAPE IN THAT CITY.
Abstract
THE THOR UNIT SPONSORED THIS STUDY TO DEVELOP A MODEL BUILDING SECURITY ORDINANCE FOR ATLANTA. THE OVERALL OBJECTIVE OF THIS RESEARCH PROJECT WAS TO UNDERSTAND THE EXISTING AND PROPOSED BUILDING AND SECURITY CODES IN ATLANTA AND OTHER CITIES AND DRAFT A MODEL ORDINANCE WHICH COULD BE USED TO DEVELOP A PASSABLE BUILDING SECURITY ORDINANCE. AS A MEANS OF ACCOMPLISHING THIS, THE RESEARCH TEAM CONDUCTED AN EXTENSIVE SEARCH OF COMPARABLE BUILDING SECURITY ORDINANCES IN THE US. EIGHTEEN ORDINANCES ENACTED BETWEEN 1971 AND 1974 WERE SELECTED AND REVIEWED. THE DRAFT ORDINANCE IN THIS REPORT INCLUDES MINIMUM STANDARDS FOR BUILDING SECURITY WITH AN EMPHASIS ON THE REDUCTION OF BURGLARY AND BREAK-INS. THE ORDINANCE IDENTIFIES THE AGENCY RESPONSIBLE FOR ENFORCEMENT AND ATTEMPTS TO CLARIFY THE COORDINATIVE ROLE NECESSARY FOR THE CITY'S BUREAUS OF POLICE, FIRE, AND BUILDINGS.
