THE FEDERAL LAW ON IMPORTATION, MANUFACTURE, DISTRIBUTION, AND STORAGE OF EXPLOSIVE MATERIALS ARE REPRODUCED. REGULATIONS INVOLVING COMMERCE IN EXPLOSIVES COVER LICENSES, PERMITS, CONDUCT OF BUSINESS, PENALTIES, REPORTS, AND STORAGE, A GLOSSARY AND TABLES OF DISTANCES FOR STORAGE ARE PROVIDED. ADDITIONAL CHARTS CONTAIN HOUSEKEEPING AND CONSTRUCTION REQUIREMENTS FOR ALL TYPES OF STORAGE FACILITIES. IN ORDER TO BETTER UNDERSTAND THE FEDERAL LAWS, A SELECTION OF OVER 60 FREQUENTLY ASKED QUESTIONS GIVES ADDITIONAL INFORMATION ON LICENSES, RECORDKEEPING, STORAGE, AND FIREWORKS. RULINGS OF THE ALCOHOL, TOBACCO, AND FIREARMS BUREAU WHICH HAVE SPECIAL SIGNIFICANCE FOR PERSONS WITH EXPLOSIVES LICENSES OR PERMITS ARE SUMMARIZED. TOPICS COVERED INCLUDE CONCRETE FLOORS IN STORAGE FACILITIES, IDENTIFICATION OF EXPLOSIVE MATERIALS, ONE SALE WITH MULTIPLE DELIVERIES, STORAGE OF ELECTRIC BLASTING CAPS, AND STORAGE FOR SPECIAL FIREWORKS. THE BUREAU'S NEW EXPLOSIVES LICENSING SYSTEM ALSO IS DESCRIBED. THE EFFECTS OF TITLE IX, WHICH ESTABLISHES CONTROLS OVER BLACK POWDER AND OTHER MATERIALS COMMONLY USED IN FIREWORKS ARE EXPLAINED IN RELATION TO LICENSING, PERMIT, AND STORAGE PROCEDURES. THE PRINCIPAL REGULATIONS ON EXPLOSIVES ARE SUMMARIZED TO GUIDE DEALERS AND USERS AND INCLUDE MATERIALS ON BLACK POWDER TRANSACTIONS AND SECURITY. INDIVIDUAL SECTIONS ARE INDEXED. (MJM)
