THIS PROJECT WAS DESIGNED IN ITS FIRST THREE MONTHS TO SURVEY THE LITERATURE RELATING TO COMMUNITY-BASED TREATMENT AND TO CREATE AN INITIAL CLASSIFICATION SCHEME FOR THESE TREATMENTS.
Abstract
ENUMERATION OF THE COMMUNITY SERVICES AND PROGRAMS AVAILABLE IN THE FOUR-COUNTY (KING, PIERCE, SNOHOMISH, AND KITSAP) PUGET SOUND REGION OF WASHINGTON STATE WAS ALSO INVOLVED. THIS REPORT DOCUMENTS THE RESULTS OF THIS PROJECT. THE LITERATURE SURVEY RESULTED IN A PARTIAL (12PAGE) BIBLIOGRAPHY COVERING A FEW WELL KNOWN COMMUNITY TREATMENT PROGRAM AND PLEAS FOR GREATER USE OF INNOVATIVE COMMUNITY-BASED TREATMENT. THE SURVEY OF EXISTING PROGRAMS AND SERVICES FOUND 17 WHICH SPECIFICALLY IDENTIFY OFFENDERS AS CLIENTS, OTHERS WHICH SERVE OFFENDERS ONLY AS THEY APPEAR AS PART OF A PARTICULAR PROBLEM AREA SERVED - ALCOHOLICS, DRUG USERS - AND MANY WHO ONLY SERVE OFFENDERS PERIPHERALLY AS PART OF A GENERAL CLIENTELE. THE CREATION OF A CLASSIFICATION SCHEME IS HAMPERED BY THE FACT THAT MOST INNOVATIVE PROGRAMS BEGAN, NOT PRIMARILY AS PART OF A SYSTEMATIC ATTEMPT TO IMPROVE OFFENDER REHABILITATION, BUT MORE NEARLY AS A RESULT OF SHORTAGES IN MANPOWER, SERVICES AND FUNDS. HOWEVER, IT IS CONCLUDED THAT THE REGION HAS THE POTENTIAL FOR DEVELOPING A SERIES OF ALTERNATIVE PROGRAMS IN ADDITION TO THE EXISTING ONES AND A PROJECT DESIGNED TO EVALUATE COMMUNITY TREATMENT IS SUGGESTED. THE APPENDIX CONTAINS A DIRECTORY OF COMMUNITY PROGRAMS ARRANGED BY COUNTY, TYPE, AND TARGET POPULATION AND THE BIBLIOGRAPHY. A LIST OF REFERENCES IS ALSO INCLUDED. (AUTHOR ABSTRACT MODIFIED)
