This study was conducted primarily to develop a methodology for calculating how much of municipality's annual budget is attributable to arson.
Abstract
The goal has been to create a model which any municipality may use by specifying methods for calculating direct and indirect costs and identifying all arson-related costs, wherever they appear in the budget. (NTIS abstract)
