MODEL PROCEDURAL GUIDELINES DESIGNED TO ASSIST LAW ENFORCEMENT AGENCIES WITH EXISTING MANUAL PROCESSING SYSTEMS TO IMPROVE THEIR PROCEDURES AND SERVE EVERY LEGAL WARRANT RECEIVED.
Abstract
THE FUNCTIONAL AREAS WHICH REQUIRE WRITTEN POLICY AND PROCEDURAL DIRECTIVES ARE MANAGEMENT, RECORDS, AND WARRANT SERVICES. ALSO DETAILED ARE THE SPECIFIC PRESERVICE, PATROL, AND POSTSERVICE ATTEMPT RESPONSIBILITIES WHICH MUST BE CARRIED OUT BY THE RECORDS/WARRANT UNIT IN ORDER TO EFFECTIVELY RECEIVE AND RECORD ALL INCOMING WARRANTS, IDENTIFY THE LOCATION AND STATUS OF WARRANTS, GUARD AGAINST THE LOSS OF ANY WARRANT, AND RECORD THE ATTEMPTS TO SERVE AND THE DISPOSITION OF EACH WARRANT. EXPLANATORY DIAGRAMS ARE INCLUDED. SEVERAL FACTORS THAT SHOULD BE CONSIDERED BEFORE CHANGING TO AN AUTOMATED SYSTEM ARE ALSO NOTED.
