THE PRECEDENT ESTABLISHED IN STERLING IS VIEWED AS OBSOLETE IN LIGHT OF MORE RECENT CALIFORNIA CONSTITUTIONAL DEVELOPMENTS. DISCUSSION OF THE STERLING GUIDELINE AS A VIOLATION OF THE PRIVACY AND DUE PROCESS RIGHTS OF THE INDIVIDUAL IS INCLUDED.
