Abstract
The total number of juvenile arrests increased by less than 6 percent from 88,175 in 1980 to 93,516 in 1989. In contrast, adult arrests rose by 66 percent from 157,726 in 1980 to 261,655 in 1989. Juvenile index offense arrests decreased by about 1 percent from 27,052 in 1980 to 27,432 in 1989. Milwaukee County experienced decreases in arrests and arrest rates, but arrest rates were still higher in Milwaukee County than in the rest of the State. Nearly all juvenile arrests for index offenses were for property crimes. Arrests for property offenses increased slightly over the 10-year period, while the number of arrests for violent offenses increased substantially. Total admissions to juvenile correctional institutions decreased by 7 percent from 1980 to 1989. The number of juvenile admissions with prior correctional experience remained relatively stable from 1983 to 1986. In 1988, however, the number of juvenile admissions increased by 37 percent over 1986, from 159 to 218. 3 tables and 13 graphs
