RESULTS OF A BRIEF OVERVIEW EVALUATION OF THE METHODS, ORGANIZATIONAL STRUCTURE, AND PROCEDURES OF THE ARLINGTON (MA) POLICE DEPARTMENT, WHICH HAS A POLICE STRENGTH OF 86 SERVING A TOWN OF SOME 52,700 PEOPLE.
Abstract
THE PRIME OBJECTIVE OF THIS REPORT WAS TO DEVELOP A WORKING REPORT TO SERVE AS A GUIDELINE FOR EFFORTS IN IMPROVING POLICE OPERATIONAL EFFECTIVENESS, INCREASING POLICE SERVICE LEVELS, AND MODERNIZING THE POLICE DEPARTMENT. THE STUDY WAS TO IDENTIFY POTENTIAL AREAS OF IMPROVEMENT, FOCUSING ON AREAS WITHIN THE PATROL FUNCTION. A GENERAL OVERVIEW OF THE ORGANIZATION OF THE DEPARTMENT IS PRESENTED; THIS IS FOLLOWED BY AN ANALYSIS OF THE DEPARTMENT'S CRIME CLEARANCE EFFECTIVENESS AND MANPOWER UTILIZATION. RECOMMENDED MANPOWER ALLOCATIONS ARE THEN PRESENTED FOR LINE SUPERVISION, PATROL, AND THE JUVENILE UNIT. AN OUTLINE OF THE PROPOSED RECORD KEEPING, COMMUNICATIONS, AND PLANNING SYSTEM IS ALSO PROVIDED. THE PRIMARY RECOMMENDATIONS INCLUDED A MAJOR STRUCTURAL REORGANIZATION OF THE DEPARTMENT, AN ADDED EMPHASIS ON MOBILE PATROL ACTIVITY, IMPLEMENTATION OF A NEW RECORD KEEPING SYSTEM AND COMMUNICATIONS SYSTEM, AND FORMATION OF A SPECIALIZED JUVENILE UNIT. APPENDED IS A DISCUSSION OF SAFETY RULES FOR THE ONE-MAN PATROL OFFICER.
