REPORT, DATED MARCH 1976, ON A REVIEW OF SPECIFICATIONS DEVELOPED BY THE STATE PLANNING AGENCY TO DETERMINE IF THEY WOULD PROHIBIT ANY VENDOR FROM RESPONDING AND IF ANY ADDITIONAL SPECIFICATIONS WERE NEEDED.
Abstract
BASED ON THIS REVIEW, DISCUSSIONS WITH STATE PLANNING AGENCY PERSONNEL, AND A REVIEW OF ANTICIPATED PROCUREMENTS AND NEEDS FOR EQUIPMENT IN THE STATE OF ARKANSAS, IT IS CONCLUDED THAT THE PRESENT SPECIFICATIONS WOULD REQUIRE REVISION IN ORDER TO PERMIT COMPETITIVE BIDDING AND ACHIEVE THE MAXIMUM BENEFIT IN THE SMALL PROCUREMENTS ANTICIPATED. FURTHER, ADDITIONAL SPECIFICATIONS WOULD BE REQUIRED BECAUSE FIFTEEN ITEMS OF EQUIPMENT WERE REQUIRED AND ONLY TEN SPECIFICATIONS HAD BEEN PREPARED. THIS REPORT CONTAINS THE BID PACKAGE CONSISTING OF THE INSTRUCTIONS AND CONTRACT ELEMENTS FOR USE IN IMPLEMENTING THE ADVERTISED PROCUREMENTS AND THE FIFTEEN SPECIFICATIONS WHICH WERE PREPARED.
