FOLLOWING A SUMMARY OF THEORIES AND TECHNIQUES WHICH CAN BE APPLIED TO THE MANAGEMENT AND REFORM OF HUMAN SERVICE AGENCIES, ACTUAL APPLICATION OF THESE THEORIES IS EXPLAINED AND ILLUSTRATED WITH CHARTS.
Abstract
THE FIRST PORTION OF THIS MONOGRAPH REVIEWS PROBLEMS CURRENTLY FACING HUMAN SERVICE DELIVERY AGENCIES, INCLUDING MATCHING OF SERVICES WITH NEEDS, INTEGRATION OF SERVICES, AND ESTABLISHMENT OF SYSTEMS WHICH WILL ENSURE CONTINUATION OF SERVICES EVEN AFTER KEY PERSONNEL LEAVE. THIS DISCUSSION EXPLAINS TRADITIONAL MANAGEMENT TECHNIQUES, EMERGENT THEORIES WHICH HAVE THEIR ROOTS IN THE TRADITIONAL THEORIES, POTENTIAL APPLICATIONS OF ORGANIZATION AND SYSTEMS THEORIES, AND TECHNIQUES FOR ACTUALLY APPLYING SUCH THEORIES. FIVE STRATEGIES WHICH CAN BE USED BY REFORMERS ARE EXPLAINED IN DETAIL: (1) MANAGEMENT OF INTEGRATED SERVICES (WHICH COMBINES INTEGRATING MECHANISMS, NETWORKING, PARTICIPATIVE MANAGEMENT, AND GENERALIST MANAGEMENT); (2) NETWORK MANAGEMENT (WHICH COMBINES THE THEORIES OF NETWORKING, SYSTEMS DEVELOPMENT, INTEGRATED DATA PROCESSING, AND COMMUNITY ORGANIZATION); (3) HUMAN SERVICES PLANNING; (4) PROJECT MANAGEMENT; AND (5) DEVELOPMENT OF NEW SYSTEM. THE REMAINDER OF THIS SECTION IS DEVOTED TO CASE STUDIES SHOWING SUCCESSFUL APPLICATION OF EACH OF THESE STRATEGIES AND BREAKS EACH STRATEGY DOWN INTO COMPONENT PARTS. THE SECOND SECTION IS A PRIMER FOR MANAGERS. FLOW CHARTS, TABLES, AND OTHER ILLUSTRATIONS ACCOMPANY IN-DEPTH EXAMINATIONS OF VARIOUS TRADITIONAL AND EMERGENT MANAGEMENT THEORIES WHICH CAN BE INCORPORATED INTO THE OVERALL SERVICES DELIVERY STRATEGY. A BIBLIOGRAPHY IS INCLUDED AT THE END OF THE DISCUSSION OF EACH THEORY. A COMPREHENSIVE BIBLIOGRAPHY IS ALSO APPENDED. OTHER APPENDICES CONTAIN THE CASE STUDIES CITED IN THE MONOGRAPH AND A GLOSSARY.
